The District's Special Education has gone through significant challenges prior to and during COVID-19 that lead to the implementation of a plan for improvement. These unprecedented challenges presented an unprecedented opportunity for Hollister School District to reimagine its approach to a special education program for students with disabilities. This presentation will update the Board on the District's SPED program, initiatives, and compliance status.

The Board will hear a preliminary report on the District's use of Educator Effective Funds, 2021-2026. Funds will be available to use through the 2025-2026 school year. EEF may be used to support professional learning for certificated teachers, administrators, paraprofessional educators, and certificated. The Board will consider the plan for approval at the December Board meeting. |

The consultants will make themselves available to provide services until approximately June 30, 2023, as determined by the District. The consultation services will include: a budget forensic analysis, review of the HSD LCAP, help advise, revise, build a sustainable and solvent budget, consultation and help with the political ramifications to achieve and sustain future solvency, budget-balancing recommendations, provide Board of Trustees with information, assist with facilities planning, negotiations, review of the Business Department to make recommendations to streamline functions, coaching. The consultant's rate will be $150 per hour plus any necessary mileage and travel expenses. See attachment for more information regarding the proposal of services. |

In accordance with Education Code 64001, schools that participate in programs funded through the consolidated application process must develop a Single Plan for Student Achievement (SPSA). Due to the inception of LCFF, the sites receive federal Title I funds, that must be accounted for on the SPSA. The School Site Council at each site is responsible for the development, annual review, and update of this plan. The content of the SPSA is aligned with district goals for improving student achievement and addresses how the funds will be used to improve academic performance. The evaluation of the effectiveness of the instructional program is based on an analysis of student data, and annual updates reflect appropriate modifications to the program. Each year the School Site Council and the local governing board approve the SPSA. |

The Superintendent or designee will also ensure that invoices are paid expeditiously so that the district may, to the extent possible, take advantage of available discounts and avoid finance charges. |
