Nicole Tucker, Legal Counsel, AALRR |
The Board of Trustees received information regarding the demographic variances, as indicated by the 2020 Census Data. The differences in variances have caused a situation where the Hollister School Board of Trustees must select between one of three scenario maps produced by consultant, Cooperative Strategies. On December 14, 2021, legal counsel from Atkinson Andelson Loya Ruud & Romo (AALRR) presented to the Board of Trustees explaining the 2020 Census Data and the need to adopt a trustee map based on the new demographic data, the timeline to so in order to meet deadlines for a November 2022 election cycle. Legal counsel explained that not adopting a new trustee area map would cause an unconstitutional map to be in place. On January 28, 2022, legal counsel presented two scenario maps and a Public Hearing was held. The two maps were posted to the District website prior to January 27, 2022, for community input. On February 11, 2022, legal counsel presented information regarding establishing trustee areas and undergoing the process of updating trustee areas due to a variance as demonstrated by Census data. Legal counsel also presented a third scenario map at the Board's request. The third scenario map was posted to the district website for public input. The Board will need to consider all three maps and approve one scenario map for approval to meet the February 28th deadline. Members of the public have been able to vote for a scenario map via the District website. Members of the public have had the opportunity to submit public comments on December 14, 2021, January 28, 2022, February 11, 2022, and at this meeting on February 22, 2022. |
|
It is recommended that the Board of Trustees discuss the three scenario maps and vote to adopt a trustee area map and adopt the attached Resolution at the Regular Board Meeting on February 22, 2022. |
